               Every  interaction  between  vulnerable  people  and  police  is  crucial  to
               enhancing  the  relationship  through  a  vulnerability-centred  approach.

               Identifying vulnerability as early as possible in Decision-making activity

               and deployments was the focal point considered by the Cleveland police
               on  vulnerability  management  strategy  (VULNERABILITY  STRATEGY

               Cleveland Police, 2020).


               UNODC police resource toolkit has addressed the importance of avoiding

               vulnerability in detention, which  plays a vital  role in the arrest process.

               The  police  have  given  the  highest  authority  as  such  individuals  are
               entitled  to  protection  from the  defenceless  status  quo.  (United  Nations

               Office on  Drug  and  Crime,  2021)  The  UK  College  of  Policing  adopted  a
               vulnerability mechanism developed by Wright and McGlen (2012), which

               focuses  on  the  ABCDE  model  that  assists  the  police  in  assessing  the

               vulnerability  of  detainees.  This  process  comprises  A-  Appearance,  B-
               Behaviour,  C-  Communication,  D-  Danger,  and  E-Environment  (2015-

               0220-Response-by-Metropolitan-Police, n.d.).


               3.0. Methodology

               Both qualitative method were employed in this study. The primary data
               collection method consisted of interviews  to get in-depth  insights  from

               participants.  In addition to the primary data, a range of secondary data

               collection methods were utilized to enhance the study. Scholarly articles,
               published works, reports, books, and legal statutes were systematically

               reviewed  to  provide  a  contextual  foundation  and  complement  the

               primary findings.
