crime rate in Sri Lanka despite the implementation of protective
mechanisms by the police in relation to vulnerable groups?
1.3. Objectives of the Study
• To identify the concept of vulnerability, vulnerable situations and
vulnerable groups in the Sri Lankan community.
• To determine the strategies practised by the Department of Police
to safeguard such groups.
• To identify the reasons for the increased crime rate, the
mechanism was applied.
2.0. Literature Review
The vulnerability management process is constant and repetitive each
time the preceding cycle ends. The word "Vulnerability" caters for the
term in Latin "vulnus", which denotes a capacity for being psychologically,
emotionally, or physically wounded and is often associated with various
negative connotations of weakness, lack of agency and dependency. The
process is cyclical since new threats take place every day. There are less
discussions on vulnerable group management from the perspective of law
enforcement agencies. Many scholarly works have addressed the concept,
whereas less academics have focused on managing vulnerable groups in
the governing body. According to (Asquith & Bartkowiak-Théron, 2021), the
term vulnerability, vulnerable group or vulnerable population is an
