the husband started getting violent and he was arrested for narcotics
offences and she spent on legal fees and bailed him out. All her money
brought to Sri Lanka was spent by her husband on Building projects. It
was at a later date that she came to know that he was already married and
the property on which the buildings were erected were registered in the
name of and belonged to his first wife whom he referred to as his sister.
He had committed Bigamy by marrying the second wife while the first
marriage was subsisting.
The Tourist Police Unit of Sri Lanka could maintain a helpline where they
put Tourists such as Lucille in contact with an English Speaking, Gender
sensitive young Lawyer. There should be a pool of such lawyers and they
could function according to a roster. Tourists and Foreigners should be
given an information booklet that will have important telephone numbers
of personnel from different organizations who could assist them in a
crisis. Tourists and Foreigners who have pending court cases should be
given a chance to conclude their cases speedily. A day or an afternoon
could be allocated for court to take up such cases.
Nelum, the Mother of two small girls suffered emotional, physical and
sexual abuse for 14 years at the hands of the husband. She could not find
a social worker or a legal professional who could assist her in getting out
of this situation. Her two daughters who could not endure the Family
Violence would often say: ‘It would be good if our Father dies.’ Day in day
out violence would erupt upon his return after work . Even Nelum’s
Mother was not spared. Nelum and the children would hide in the houses
